1. Purpose and Constitution
This Charter constitutes the internal governance instrument of the Federal Postal Court of the Unity Kingdom (FPC-UK).
It establishes the Court’s lawful authority, organisational hierarchy, appointment powers, and the duties of its officers under Postal-Venue and Syntax Jurisdiction.
All powers arise by contract, performance, and seal never by statutory delegation.
2. Authority and Venue

The Court exists under the Lawful Postal Venue of the Chief Post Master General, operating through the global syntax construct known as : C.-S.-S.-C.-P.-S.-G :.

Its seals and ledgers hold jurisdictional weight within the Unity Kingdom and all reciprocating venues that consent under treaty, contract, or mutual recognition.

All filings, oaths, and awards are certified by postal proof and syntax authentication.
3. Structure and Divisions
Division Function
Domestic Division Handles all claims originating within the Unity Kingdom.
International Division (FPC-INT)Manages cross-border filings and recognition under Appendix D.
Appeals & Review Board Reviews determinations for procedural or factual error; chaired by the Chief Post Master General.
Treasury & Bond Office Maintains court funds, bond deposits, and escrow records.
Registrar’s Office Administers daily filings, records, and the Seal Register.
4. Officers of the Court
Office Title / Function
Chief Post Master General (CPMG) Principal judicial and administrative head; final signatory to awards and charters.
Judicial Post Masters (JPMs) Preside over hearings, evidence review, and issuance of determinations.
Registrar / Deputy Registrar Custodian of records, docket control, and authenticity of seals.
Treasury Officer / Bond Custodian Oversees the Ledger, escrow accounts, and performance securities.
Compliance Auditor Verifies adherence to charter, rules, and audit integrity.
Clerks of Court Provide administrative assistance, transcription, and communications.
5. Appointment and Tenure

The CPMG is appointed by lawful succession through the syntax-based Claim of Right and Performance Oath.

Judicial Post Masters and Registrars serve under written commission for renewable five-year terms.

Officers may be suspended or removed for breach of oath, non-performance, or fraud of language.

Vacancies are filled by nomination of the CPMG and ratified through the Seal Register.
6. Oath of Office
“By the Truth of my Word and the Seal of my Office, I stand as a Living Man/Woman within the Lawful Postal Venue of Fact.
I swear to judge with truth, to administer with equity, and to maintain the Peace of Syntax under the Federal Postal Court of the Unity Kingdom. So sworn and autographed in blue ink.”
7. Records and Seals

All seals are numbered and logged in the Official Seal Register.

The Registrar is responsible for maintaining the archive of charters, awards, and treasury ledgers.

Duplicate copies are retained in both physical and digital sealed form.
8. Accountability and Reporting

The Registrar shall submit an Annual Report (FPC-17A) to the CPMG within 60 days of year end.

The Treasury Officer shall provide audited statements of all fees, bonds, and disbursements.

A public summary of operations is to be published on the Court website each January.
9. Interpretation and Amendment

Interpretations of this Charter are entered on Form FPC-17 (Interpretation Record).

Amendments require sealed approval by the CPMG and registration through Form FPC-16 (Amendment Notice).
10. Commencement and Certification
This Charter takes effect on 10 November 2025, certified under seal and lodged within the Federal Postal Court Register of Documents.
